In a bowl seive maida, powdered sugar, baking soda, baking powder
It's better to seive two times
In pther bowl add condensed milk, oil and stir well with whisker
Now add milk, butterscotch essence to it and again mix well
Later add dry ingredients to the wet ingredients and mix well make sure there are no lumps
You should use cut and fold method while mixing dry and wet ingredients
Now grease the cake tin and transfer cake batter into the tin and tap twice to remove air bubbles
Cut and fold method is used to remove big air bubbles that is big air bubbles become short and while you tap twice small air bubbles are removed
And also cake will rise in same level while you bake
Make aure you must follow this cut and fold method
Now preheat preassure cooker for 5min without vessel
Many add salt and sand in pressure cooker but i mostly avoid it and result is same so you can avoid it
After 5min place the cake tin in the cooker without vessel and let it cook for 40 min
Meanwhile in a bowl take butter at room temperature and beat well now add icing sugar, vanilla essence, little milk and beat well icing is ready

After 40min check cake in cooker insert toothpick if it is aticky you must cook for few more min
Take cake tin from cooker and let it cool down
Later run knife along the tin and remove cake batter and decorate with froasting and butterscotch
